I just read the article concerning abandoned shopping carts in Renton. How about putting some of the blame on the people who steal said carts for personal use, then leave them wherever they choose?

Once these carts leave the property of the business that own them, I believe it is called theft! I know this cost is absorbed by you and I, the consumer.
