The city should stop annexing all together until it can take care of the rest of the city. You have infrastructure problems all over the current city. Fix that!!! All they do is annex and use the money it gets from the feds to pay back for the previous annexing exercise. Each time they annex, the rest of the city suffers, from the oldest sections to the newest sections in that order. The older sections of the city are turning into slums (north of downtown residential and northwest and central highlands are the best examples).
