Dept. of Ecology seeks comment on plans to clean up Renton site

The Phillips 66 – formerly ConocoPhillips – Renton Terminal is located at 2423 Lind Ave. S.W. Past releases have contaminated soil and ground water beneath the site with gasoline and diesel fuel, additives, and other related substances.

The Department of Ecology seeks public comment on a proposed agreed order and work plan to clean up soil and groundwater contamination at a Renton fuel terminal.

The Phillips 66 – formerly ConocoPhillips – Renton Terminal is located at 2423 Lind Ave. S.W. Past releases have contaminated soil and ground water beneath the site with gasoline and diesel fuel, additives, and other related substances.

The cleanup plan, investigation report and feasibility study are part of ongoing work under a 2010 legal agreement between Ecology, ConocoPhillips, and ExxonMobil. Cleanup projects called interim actions have removed some of this contamination. The proposed agreed order would replace the 2010 agreement.

The cleanup plan would include vacuum-enhanced pumping and treatment of contaminated groundwater and soil, removal of an area of contaminated soil, a deed covenant to prevent the use of groundwater from the site, and long-term monitoring as natural soil bacteria gradually break down remaining contaminants.

Along with the work plan, Ecology is also requesting comment on related documents: a site investigation report, feasibility study, environmental review, and public participation plan for the site.

The comment period extends through Sept. 21, 2015.
