A box truck blocking one lane of southbound Interstate 405 caused a 9 mile backup from State Route 169 to Interstate 90 Monday.
The truck was moved about 20 minutes after it stopped in the right lane during the evening’s rush hour traffic.
Gov. Bob Ferguson says federal funds are needed to address $34 million in damage caused by the storm, and that the state will appeal.
The victims left the scene and stopped on Rainier Avenue for help.
