The mother of a former Renton student that died in the Capitol Hill Organized Protest (CHOP) last summer is suing the City of Seattle for enabling the protest.

Horace Lorenzo Anderson, 19, was shot and killed during last summer’s protests in Seattle’s Capitol Hill neighborhood that expelled police presence in the area and drastically reduced emergency response times.

The federal complaint, filed by lawyer Mark Lindquist on behalf of Anderson’s mother, Donnitta Sinclair, claims that city’s complicit response to the CHOP “invited lawlessness” and created “foreseeable danger.”

The document also claims that Seattle Police and Seattle Fire responders were standing less than two blocks away from where Anderson lay bleeding after being shot, but “failed to assist because of botched communication between the two city agencies and lack of sufficient planning and preparation.”

Anderson was transported to Harborview Medical Center in a bystander’s private vehicle. He died from his wounds at the hospital.

The filed complaint also alleges that police and the city administration enabled protesters to occupy the space with “no effective plan for providing police protection, fire protection, or other emergency services into the surrendered area.”
